Convocation addressed by Portolá as commander-in-chief of the Monterey expedition to Costanso, Fages, and the Missions President, in order to discuss the measures advisable in view of the missionaries' need for protection, the scarcity of provisions, and the refusal of Vicente Vila, commander of the packetboat "San Carlos", to cooperate in plans for withdrawal; followed by the opinions and votes given at the meeting (Feb. 27) and an undated portion of [Vila's] reply. With the signatures of Portolá, Costansó, and Fages. Incomplete.
